Paraguay visa application in general

The Current status of visa applications in Paraguay is still little confusing,due to the change in immigration law in October,2022(Regulation No. 6984). It has become necessary to obtain a two-year visa which later you can convert it into a permanent resident. On the other hand, there is advantage,too. You used to have to deposit 32 million guaranis (about 4,500 USD) to BNF bank's account for a while, but now this requirement has been eliminated.

So First, in order to obtain permanent residence in Paraguay, you must apply for a 2-year residence visa.

Once you have applied for a 2-year residence visa, you may reside, work, and invest in Paraguay for a period of 2 years. In addition, you may begin applying for permanent residency after 1 year and 9 months (3 months before the expiration).

However, there is a way to obtain permanent residence visa in one shot! That is to invest at least $70,000 in Paraguay and apply for permanent residency through SUACE, under the Ministry of Industry and Commerce. This way, you do not need to obtain a 2-year visa and can directly apply for permanent residence and Permanent Cedula, which greatly shortens the process.Click here if you want to take up permanent residence in One shot!

Paraguay 2-year visa

 Valid passport of your home country & the  page that has an entry stamp to Paraguay(both copies with notary authentication stamps at Escribania required)

Birth certificate & Marital status certificate (the Both need to be stamped with apostilles by the Ministry of Foreign Affairs in your country or  the State Department in case of USA)

  • If you are married, a marriage certificate is required.

  • If divorced, a divorce decree is required.

  • If you claim to have been bereaved, you will need a death certificate of your spouse.

Non-criminal certificate (obtained from the police department of the country in which you have resided for the past three years,and also must be stamped with an apostille at the Ministry of Foreign Affairs of the country where you have resided for the past three years.)Each country's police non-criminal certificate has a different expiration date, so you must enter the country before the expiration date. If the certificate has no expiration date, or if it is valid for more than 180 days, the applicant must have entered Paraguay within 180 days of the date of issue.

In some countries, such as UK or Australia,Japan, the birth certificate and marital status certificate can be combined into one document and obtained at the the General Register Office or the city hall. On the other hand, in countries such as the U.S., you need to contact the vital records office for birth certificate and the local county clerk for marriage status certificate, respectively. So We recommend that you do an internet search such as "How to get birth certificete and marital state certificate" to find out the rules of your country of birth.

If the applicant is under 14 years of age, the non-criminal certificate is not required.

If you have lived in a country other than your country of birth in the past 3 years, you will need to provide documentation that would prove that you were actually residing that country for the past 3 years (e.g., work contract, school enrollment records, residence card, work holiday visa, etc). This must also be stamped with an apostille.

Non-criminal certificate of Interpol in Paraguay (with copy of notary authentication).

This must be done in person at Interpol in Paraguay. It takes 1-4 days to be issued. 2 sheets of your ID photo are also required. Please note that the photo background recommended to be white.

Background check certificate from Information Police in Paraguay This procedure must be requested from the Paraguayan National Police. Basically, it is issued on the same day.

Additional requirements for those under 18 years of age

If the applicant is under 18 years of age, the following must also be presented

 

  • If both parents are present, an original and a photocopy (with notary stamp on) of both parents' passports is required.

  • If either or both parents are not present, the applicant must bring the child's travel authorization and a special power of attorney from a notary public in the applicant's home country for permission to submit documents. (In the case of Single parent, the other parent's consent and power of attorney are required. And they must be apostilled or legalized).

  • This is at the time of entry, but the Paraguayan State does not make it mandatory to verify that the child of one parent is officially his/her child at the time of entry. Some countries, such as Canada, require documentation in advance, but Paraguay does not. However, it is safe to have apostilled documents, etc., in case of emergency. (to avoid any complications at the immigration office).

All documents must be translated into Spanish.

In order to receive the necessary documents for the procedure required for the 2-year residence visa, it is necessary to submit them in Spanish. This can be done directly in Paraguay by requesting an official translator listed in the supreme court of the Republic of Paraguay. The translation fee typically will cost between 100 USD-200 USD per person.

Apostille and legalization are mandatory

Apostille , in particular, is a way for a document to be internationally verified. The official stamps can be stamped by all countries that have ratified the 1961 Hague Convention, including Paraguay. In total, 115 countries around the world have signed the Convention. Once a document is apostilled in one of these countries, it will be recognized as original and valid in all other countries. 

Specifically, it is important to apostillate all documents including Birth certificates, None -criminal police certificates, Marital status certificate, and in the case of minors, all the aforementioned documents. In addition, in some countries, some documents for apostille certification can be handled directly by the Ministry of Foreign Affairs, while other countries can be applied for at the notary public office in your home town, and then certified to the Ministry of Foreign Affairs as a one-stop service.

Legalization = refers to the method of authentication in the case of documents from countries that are not signatories to the Hague Convention. Legalization requires you to legalize your documents at the Paraguayan Embassy in your country of residence.

Time required to obtain a 2-year visa and 2-year CEDULA (ID)

The process of obtaining a 2-year visa generally takes 90 days (3 months) after arrival in Paraguay at the earliest. However, if you complete the translations, etc. ahead of time, the acquisition period can be shortened by 2 weeks to 1 month.The 2-year CEDULA can be applied for after the 2-year stay visa is completed, which takes approximately another 45-60 days

However, this time frame varies greatly depending on how the process is executed. Some patterns can be obtained  the Visa and Cedula in greatly shorter period of the time. (It depends on the agency. Of course it will cost a certain amount of extra money).

 

In general, it is important not to make mistakes, to understand the sequence of required office visits, and to submit to the Immigration Office as soon as possible with all the proper documents.

 

It is also possible to use a power of attorney   for us to recieve your Visa and Cedula on behalf of you and ship the documents to you in your home country while you're back home.

 

Without the proper experience or the right information, running everything on your own will typically take a lot more days. Also, please note that incomplete documentation or failure to obtain the required documents will significantly delay your visa.

Before arriving in Paraguay

Prior to arrival, emphasis should be placed on getting all documents together. Documents to be collected include

 

  • Passport (valid for at least 6 months)

  • Marital status certificate related to marriage, divorce, or death of a spouse  (apostilled at ministry for foreign affairs or your local notary office required)

  • Birth certificate (apostilled at ministry for foreign affairs or your local notary office required)

  • Police non-criminal certificate issued by the police of a country you have resided for the last 3 years .If you issued a police certificate outside of your country of birth, you must provide evidence that you have lived in that country for the past three years.(apostilled at ministry for foreign affairs or your local notary office at the issueing country required)

We ask our clients to send us Photos or PDFs of the above documents in advance. Translation will be completed before your entry of the country, minimizing greatly the time required to complete the process.

 

It is also very helpful for us to know in advance the time of arrival of your flight and the location of your accommodation so that we can make arrangements of a pick-up vehicle at airport.

When you arrive in Paraguay

You will specify a date and place in advance and begin gathering documents to obtain a visa, accompanied by a local agent. If the arrival date is a holiday or national holiday, the immigration office will not be available, so the process will begin on a weekday.

 

If the arrival time is late, the process will be started the next day. The only exception to this is if the flight arrives early in the morning on a weekday, a car will be arranged for you at the airport and you will go directly to the process. However, regardless of the time date of arrival, we will arrange a car at the airport to pick you up and take you to your lodgings to your Hotel.

Regarding 2-year Cedula after obtaining a 2-year residence visa

Theoretically, after obtaining a two-year residence visa, You are entitled to reside in Paraguay for two years. However, there are serious limitations. Not having the Cedula (National ID card) may cause problems if you're stopped by the police or if you need to prove that you have moved from your home country. ​ Although obtaining one is not mandatory in Paraguay,but it may affect your application for permanent residence visa. For this reason, the process is not complete until you have applied for and received your Cedula identification card. also If you will be leaving Paraguay for more than one year after obtaining a two-year visa, you should submit a written reason for your leave to the Immigration Office just in case. (This is because you should express your intention to reside in Paraguay in order to maintain your 2 year-visa active also to obtain a Cedula or Permanent resident visa for the future. Please note that the Identification department of the Police is where you submit the application for the 2-year Cedula that's a different jurisdiction from the Immigration Office for the 2-year visa. Also note that when applying for Cedula, you will need to obtain multiple police certifications on your documents, unlike when applying for a 2-year residence visa. Then, go to the second floor where the foreigner registration office is. After the police officer checks all your documents, you will be directed to one of the counters on the Ground floor, where you will provide your fingerprints electronically and sign all the necessary documents. All that remains is to wait for the issuance of the Cedula. You will receive it in approximately  45 days to 60 days. It is also possible to write a letter of attorney for us to recieve it and transport it to your home country if you won't be in Paraguay at the time of the issuarance(by Fedex or DHL). ​

Application cost for 2-year residence visa and permanent residence

Currently, the application fee for a 2-year visa including a Temporary Stay Permit is 2,989.639 guaranis (about $420,depending on the exchange rate ). This is paid directly to the Immigration Office at the time of application. People who overstays at the time of visa application will have to pay an additional fine of 618,545 guaranis(about $85).

In addition to the above, there are other fees such as local transportation, application for other documents, translation, Photo copies and notary authentification,taxes, etc. Therefore, please assume that it will cost at least 750 USD per person for up to two years-Cedula, even if you obtain the visa on your own in a perfect manners. The application fee for permanent residence visa (after 1 year and 9 months after issuarance of 2 year visa) and permanent Cedula  also take up another 500 USD or above,if you apply for everything all by yourself from a 2-year visa to permanent residence, it will cost about 1,250 - 1,500 USD per person.

Normally, if you hire a professional or agency to handle the paperwork, these aforementioned costs will be covered by a service fee. In our case, all direct expenses are included in the package. This includes local transportation costs, translation of official documents, and various contact fees prior to applying for visa and Cedula.

Currently the cheapest service we know of starts at $1,300 per person for the entire 2-year residence visa process and the most expensive reaches $5,000. When choosing an agent, often check what you are paying for. You should also make sure to check carefully what specific services are included in the price of an agency that is too inexpensive.

If you prefer to pay by bank transfer in Japanese yen, please contact us. We can either transfer the full amount or a portion of the fee in the form of an advance payment.

 

These fees include everything from the initial consultation to assistance in Paraguay, including support in three languages (Japanese, English, and Spanish) and all direct costs (translation, document issuance, escribania, transportation, and taxes).

Most of foreign currency is not accepted in Paraguay other than USD for business use and Brazilian Real at boarder cities. so Please exchange them for dollars in your home country to USD before you arrive in Paraguay but please note that you cannot carry more than 10,000 USD or equivalent without declaration in cash on board an airplane.

 

The maximum amount you can withdraw from your credit card in Paraguay is $300 per day. Please be careful.
